This isn’t just a utopian dream-it’s the ambitious vision behind India’s Swachh Bharat Mission. Launched in 2014 as the world’s largest sanitation program, this transformative initiative has revolutionized how an entire nation approaches cleanliness, hygiene, and waste management, touching the lives of over 1.3 billion people.

The birth of a clean India vision

The Swachh Bharat Mission emerged from a pressing need to address India’s massive sanitation crisis. Before 2014, open defecation declined from 60% to 19% in the first five years of the campaign. This wasn’t just a matter of inconvenience-it was a public health emergency that contributed to widespread diseases, child mortality, and environmental degradation.

Recognizing the urgency of the situation, the Indian government launched this comprehensive campaign with crystal-clear objectives: eliminate open defecation completely, improve solid waste management systems, and create sustainable sanitation infrastructure across both rural and urban areas. The mission was strategically divided into two complementary components-SBM-Gramin for rural areas and SBM-Urban for cities and towns. Rural sanitation coverage increased from 39% in 2014 with an ambitious target to achieve universal coverage.

The rural component, SBM-Gramin, focused on constructing individual household latrines, community sanitary complexes, and solid and liquid waste management systems in villages. Community-led total sanitation (CLTS)

One of the most powerful tools in SBM’s arsenal was the Community-Led Total Sanitation approach. Rather than simply building toilets and hoping people would use them, CLTS focused on triggering behavioral change at the community level. Rainwater harvesting systems were integrated into sanitation infrastructure to address water scarcity-a common barrier to toilet usage. By collecting and storing rainwater, communities could ensure a steady water supply for their sanitation facilities.

Building partnerships for lasting change

The Swachh Bharat Mission recognized that such a massive undertaking couldn’t be accomplished by government efforts alone. The mission strategically leveraged public-private partnerships to multiply its impact and ensure sustainable solutions.

Corporate social responsibility integration

Private companies were encouraged to adopt villages and urban areas under their Corporate Social Responsibility programs. This brought additional funding, expertise, and innovation to sanitation projects. Companies contributed not just money, but also technical knowledge, project management skills, and sustainable business models for waste management.

Training and capacity building

A critical component often overlooked in sanitation programs is the training of sanitation workers. Infrastructure achievements

The mission constructed approximately 109 million individual household toilets across rural and urban India. This massive construction effort was completed in just five years, averaging about 60,000 toilets built every day. Additionally, thousands of community and public toilet complexes were constructed, ensuring access to sanitation facilities even for those unable to have individual toilets.

More than 600,000 villages were declared Open Defecation Free (ODF), meaning they achieved 100% toilet coverage and eliminated the practice of open defecation. Hundreds of cities and towns also achieved ODF status, transforming the urban sanitation landscape.

Behavioral transformation

Beyond infrastructure, the mission achieved something even more remarkable-widespread behavioral change. According to the World Bank, 96% of Indians who have a toilet use it. This represents a fundamental shift in how people think about sanitation and hygiene.

The mission also promoted practices like handwashing, safe water storage, and menstrual hygiene management, contributing to overall health improvements. Women and girls particularly benefited from improved privacy, safety, and dignity that came with access to proper sanitation facilities.

Economic and health impacts

The economic benefits of the mission extend far beyond the initial investment. The World Health Organization estimated that the Swachh Bharat Mission would result in averting more than 300,000 deaths from diarrhea and protein-energy malnutrition between 2014 and October 2019. Recent research published in Nature confirms that the mission saved 60,000-70,000 infant and child lives annually.

Environmental benefits included reduced groundwater contamination, cleaner air and water bodies, and the conversion of waste into valuable resources like compost and biogas. The waste-to-compost initiatives alone diverted millions of tons of organic waste from landfills while providing farmers with high-quality fertilizer.

Lessons learned and the path forward

While celebrating these achievements, it’s important to acknowledge that creating lasting change requires ongoing effort. Some challenges remain, including ensuring the sustainability of behavior change, maintaining the quality of constructed facilities, and addressing the needs of marginalized communities who may have been left behind.

The mission’s success offers valuable lessons for other countries facing similar sanitation challenges. The importance of combining infrastructure development with behavior change programs, the power of community-led approaches, and the need for sustained political commitment at all levels are key takeaways that have global relevance.

The integration of technology, from simple bio-digesters to sophisticated waste management systems, demonstrates how innovation can make sanitation solutions more effective and sustainable. The mission also showed how creative communication and social mobilization can overcome cultural barriers to change.

Beyond toilets: A holistic approach to cleanliness

The Swachh Bharat Mission’s vision extended beyond just building toilets. It encompassed a comprehensive approach to cleanliness that included solid waste management, liquid waste treatment, and creating clean public spaces. This holistic view recognized that true sanitation requires addressing all aspects of the waste management cycle.

The mission promoted waste segregation at source, with households encouraged to separate wet and dry waste. This made recycling more efficient and reduced the burden on waste treatment facilities. Composting units were established in communities to convert organic waste into valuable fertilizer, creating a circular economy approach to waste management.

Public spaces, including markets, bus stations, and tourist destinations, received special attention under the mission. Clean public toilets, proper waste disposal systems, and regular maintenance transformed these spaces, improving the quality of life for millions of users daily.

Impact on women’s safety and dignity

Perhaps one of the most profound changes has been in the lives of women and girls. For decades, the lack of household toilets meant that women had to wait until darkness to relieve themselves in fields or isolated areas, facing embarrassment, harassment, and even threats of violence. Following toilet construction, 93% of women reported feeling safer at home, no longer fearing attacks by animals or people. This access to safe sanitation has provided women with privacy, security, and dignity that was long denied to them.
